this got done last night, 24 hours late but it got done. is congress dysfunctional? >> well, it's a very bumpy messy process. unless the speaker allows votes to happen like he did last night where he doesn't establish this rule that you have to have the majority of republicans in favor of something in the house, then it is going to be really hard to move forward with the people's business. but if the speaker does going forward, what he allowed to happen last night is just allow. it's not the republicans house or the democrats house. let the house vote. more republicans voting for something and fewer democrats. sometimes like last night, two democrats to every republicans voting for it. but the problem is the house republicans and this has been stated by nonpartisan. the house republicans are unwilling to compromise. a lot think compromise is a dirty word. they go back to districts and say they want things 100% their way. when you have divided government, one in control of congress, the only thing that stands in the way of divided government and dysfunctional governme
